NOTICE IS HEREBY GIVEN that on November 27, 2023 at 7:00 P.M, the Zoning Hearing Board of West Goshen Township will conduct a public hearing at the Township Administration Building, 1025 Paoli Pike, West Chester, PA 19380 on the application of the Brandywine Valley Society for Prevention of Cruelty to Animals (the “Applicant”) for the Property located at 1212 Phoenixville Pike, West Chester, PA 19380 (the “Property”). The Property consists of approximately 3.9-acres located in the R-3 Residential District, identified as Tax Parcel No. 52-3-45.E.  The Property is currently improved with several buildings used by the Applicant for its animal rescue, shelter, kennel, veterinary clinic and office operations.  The Applicant is proposing to renovate and partially remove existing buildings on the Property and construct a new building with an underground parking garage for the Applicant’s adoption and shelter operations.  The Applicant also proposes to reconfigure parking on the Property.  In order to permit the proposed improvements the Applicant is seeking a special exception for a Philanthropic Use pursuant to Section 84-12.E.(1) of the West Goshen Township Zoning Ordinance.  The Applicant is also seeking variance relief from Section 84-54.E(1) of the Township Zoning Ordinance to permit the proposed improvements to exceed the 20% maximum impervious coverage limitation in areas of Precautionary Steep Slopes on the Property.  Finally, the Applicant is seeking variance relief from Section 84-54.F(1) of the Township Zoning Ordinance to permit the construction of a portion of a building, retaining wall, parking spaces, driveway, curbing, stormwater and erosion control improvements to be within an area of Prohibitive Steep Slopes as defined by the Township Zoning Ordinance.
