Effective January 1, 2011, Keystone Collections Group shall replace Berkheimer as the Township's Earned Income Tax and Local Services Tax collector. Keystone Collections Group is responsible for local Earned Income Tax collection for the 4th quarter 2010 forward. Keystone Collections Group is also the agency in which West Goshen Township residents will file their 2010 local Earned Income Tax returns.
The transition from Berkheimer to Keystone Collections Group is the result of Act 32, as authored and authorized by the Pennsylvania legislature. Act 32 requires all municipalities to change from individual municipal based Earned Income Tax collections to a county-based system. Chester County formed a Tax Collection Committee (TCC) in 2009 to address the changes required by Act 32. Through a bidding process, Keystone Collections Group won the bid over the only other bidder, Berkheimer EIT for Chester County tax collections.
Keystone Collections Group is scheduled to open a Chester County office in the Downingtown vicinity in the 1st quarter of 2011.
