Minutes

Attending: Mary Lou Enoches, Jerry Napiecek, Michael Pillagalli and Ed Smith

Township Representatives: Ken Lehr, Sharon Lynn, Pat McIlvaine, Dr. White and Kent Wise

Meeting called to Order: 7:05 PM by Chairman Michael Pillagalli

 Michael Pillagalli began the May 18th meeting by leading the members of the Park and Recreation Board in reciting the pledge of allegiance to the American flag.

After a review of the minutes submitted for the April 20, 2005 meeting, a motion was made by Mary Lou Enoches to accept the minutes as submitted. The motion was seconded by Jerry Napiecek and passed.

The Financial Report dated April 30, 2005 was reviewed. There were no questions or comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews have completed their spring clean-up efforts and are busy cutting grass at the various Township parks. Kent Wise informed that the crew is also spending time grooming the Township's ball fields. Kent Wise reported the Township had purchased 100 yards of playground safety mulch indicating the crew has completed topping off the play areas at Hallowell and Coopersmith Parks. The crew will continue this effort at Barker Park next week. Kent Wise informed that a weed control program is also currently underway at the Township parks. Finally, Kent Wise stated that there have been no new incidents of vandalism reported at the Township parks.

Recreation: Ken Lehr reporting on the Summer Recreation Program informed that the first day of registration for this year's program took place on Saturday, May 14th.  Ken Lehr indicated that after the first day of registration, Barker Park still had 10 openings, Community Park is about 1/2 filled and 65 children have been registered at Coopersmith Park. Ken Lehr stated that the trend over the last several years is for Barker Park to fill during the 1st day of registration and the Community Park to fill by the start of the Summer Recreation Program. Ken Lehr informed that initial rush for Summer Recreation registration was over by about 8:15 AM. The Summer Recreation staff orientation is scheduled for Saturday June 4th from 8:00 AM to 5:00 PM.  The orientation program will include first aid and CPR instructions provided by Good Fellowship Ambulance Company.  The first aid and CPR instructions are scheduled to begin immediately after the lunch break (around 12:30 PM). The 2005 Summer Recreation Program is scheduled to begin on June 20th and run through August 12th.

Ken Lehr informed that 20 out of the 50 available spots for the new Teen Summer Recreation Program were filled during the first day of registration. Ken Lehr stated that this total is lower that what was expected based on a survey that was sent out to potential participants in the fall. Ken Lehr indicated that if there were still openings after the 2nd weekend of registration, the Township would send letters to the families that expressed interest in the program on the survey. The 2005 Teen Summer Recreation Program is scheduled to begin on June 20th and run through July 29th.

Friends of the Park: Ken Lehr reporting for the Friends of West Goshen Parks informed that due to personal reasons, Jan Mulligan would not be able to schedule their annual meeting to fill open Board of Directors positions until June 2nd. At that time, current officers Kelly Cifone, Pat Kelly, and Megan Zug will be nominated to fill the vacant positions. Ken Lehr informed that Sharon Lynn asked him to provide advice and guidance to the members of the Board of Directors.

Report on Chester County Park and Recreation Board Workshop: Mary Lou Enoches reporting on the workshop that was held on Wednesday, May 11th informed that topics discussed included problems pertaining to dogs, non-active membership, funding and open space. Mary Lou Enoches stated that roles and purpose of a Park and Recreation Board were reviewed and discussed. Additionally, information on RecTAP (Recreation Training Assistance Program) was presented. This program is designed to provide assistance in areas of need. Mary Lou Enoches indicated there may be an opportunity to have the RecTAP program provide assistance to the Friends of West Goshen Parks to help build the organization. Ken Lehr stated that he would make copies of the Power Point Presentation used during the workshop available to anyone that wanted a copy. Mary Lou Enoches informed that one idea presented during the workshop that could be utilized by West Goshen Township was developing a Park and Recreation Board orientation book. The book would be given to all new members providing a background of the Park and Recreation Board along with a map of all Township Parks and a section for Park and Recreation Board meeting minutes. Sharon Lynn informed the Township has maps locating of all Township Parks that could be distributed to anyone requesting this information. As a result of the workshop, both Ken Lehr and Mary Lou Enoches believe that the Township's recreation programs are in good shape.

Old Business: Ken Lehr reporting on upcoming bus trips informed that there were several cancellation received for the May 22nd trip to Baltimore's Camden Yards. Ken Lehr informed that the Township would fill the openings from the wait list. The June 18th open bus trip (drop-off and pick-up) to New York City has been sold out and there are currently 12 people on the wait list. The July 16th open bus trip (drop-off and pick-up) to Washington DC and the July 31st trip to Yankee Stadium are both about ˝ filled at this time. Finally, Ken Lehr stated that the Township is looking to plan December trips to New York City that would include a return to Radio City and an open bus trip.

Ken Lehr reporting on the Summer Concert Series informed that there is nothing new to report at this time indicating he schedule is set for the 2005 program. Information on the Summer Concert Series is listed below:

Ken Lehr reporting on the Battle of the Bands informed that 8 local bands and between 150 to 200 people attended this year's event.  Ken Lehr reported that "Water 2 Wine" was the winning band at this year's event. Sharon Lynn stated that the Township has contracted Jim Mobile for over 8 years to provide sound engineer service for events like the Battle of the Bands and stated that he provides excellent service in a professional manner. Ken Lehr reported that Jim Mobile made CD's for all of the bands performing at this year's event. Pat McIlvaine stated that the Township should offer a public thanks to Jim Mobile for his excellent service at the next Township event he participates in. Ken Lehr stated that the 2005 Battle of the Bands was a success and indicated that the Township did not receive any complaints pertaining to this year's program.

Ken Lehr reporting on 2005 Community Day suggested having the next Community Day planning session before the June 15th Park and Recreation Board meeting. The members of the Park and Recreation Board agreed to meet at 6:00 PM on June 15th to continue planning for the 2005 Community Day. Michael Pillagalli asked Ken Lehr to place a sticker on the outside of the June 15th Park and Recreation Board meeting packet to remind the members of the 6:00 PM planning session. Michael Pillagalli stated that he would contact Peggy Neimeyer to see if it would be possible to solicit Crafters for the 2005 Community Day at this week's May Festival. The 2005 Community Day is scheduled for Sunday, September 11th with a rain date of Sunday, September 25th.

Ken Lehr reporting on the Chester County Astronomical Society free public viewing of Saturn and Jupiter at the Community Park informed that rain prompted the event to be rescheduled to the rain date. However, many people planning to attend the event did not receive the reschedule notification and as a result, the Chester County Astronomical Society presented 2 nights of viewings (the original April 26th date as well as the rain date). Ken Lehr informed that about 50 people were in attendance each night.

New Business: Sharon Lynn informed that the Township has received a résumé from Michael Dolan expressing interest in one of the vacant Park and Recreation Board positions. Sharon Lynn indicated that she would set up an interview session for Michael Dolan with the Supervisors.

Sharon Lynn offered thanks to Kent Wise and his crew stating that all of the Township Parks look colorful and beautiful at this time. The members of the Park and Recreation Board also offered thanks for the great job Kent Wise and the crew do keeping the Township Parks pristine and providing support for the various Township sponsored events.

Dr. White informed that there are currently 2 new development projects under consideration in the planning phase that will result in additional funds for the Restricted Park Capital Account.

The meeting was adjourned at 7:40 PM. The next meeting is scheduled for June 15, 2005.
