WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING SEPTEMBER 8, 2010

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward Meakim at 4:10 p.m. on Wednesday, September 8, 2010 at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Chief Michael Carroll gave the Police Report for the month of August 2010.
Ms. Andrea Testa gave the Fire Marshal Report for the month of August 2010. Ms. Testa also gave the reports for Good Fellowship Ambulance
Company and Goshen Fire Company.
Mr. Ed Hunger, Building Official, gave the Building Inspection Activity Report for August 2010.
Mr. Meakim opened the floor for public comment.
Mr. Jeff Laudenslager, 1107 Cotswald Lane, presented a statement regarding his opposition to awarding salary increases in the upcoming Police
contract with the Township. Mr. Laudenslager stated that in this economic environment, he did not agree with awarding three percent salary increases, nor increasing the amount of longevity payments
made to the union's Police Officers.
A brief discussion ensued.
Mrs. Evelyn Baker, 900 Sheridan Drive, commented that she also did not agree with the proposed contract provisions.
Dr. White stated that he was not part of the agreement and would not vote for the proposed agreement.
Dr. White made a motion, seconded by Mrs. McIlvaine, to schedule the November 10, 2010 Board of Supervisors meeting for 7:00 PM. The Board
voted 2-1 with Mr. Meakim opposed.
Dr. White made a motion to have six night meetings scheduled for 2011. There was no second, therefore, Dr. White withdrew the motion.
Mr. LaLonde announced the retirement of Sandy Turley effective September 2, 2010. Mr. LaLonde, the Board of Supervisors and staff thanked her
for her years of dedicated service to the Township and wished her well in her retirement.
Mr. LaLonde announced that FEMA awarded the Township a $64,000 reimbursement for some costs associated with the February 2010 blizzards.
On a motion by Mrs. McIlvaine, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes of August 11, 2010.
On a motion by Dr. White, seconded by Mrs. McIlvaine, the Board unanimously approved Township reports and the bills to be paid from the General
Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
On a motion by Dr. White, seconded by Mrs. McIlvaine, the Board unanimously approved a Final Subdivision Plan for consolidation of three commercial
lots for Robert Spaziani located at 1015 West Chester Pike.
On a motion by Dr. White, seconded by Mrs. McIlvaine, the Board unanimously approved Resolution 23-2010, setting a date of 4:00 PM, Wednesday,
October 13, 2010 for a Board of Supervisors public hearing to amend the Zoning Ordinance to allow residential apartment complexes in the I-2 Zoning District.
On a motion by Dr. White, seconded by Mrs. McIlvaine, the Board unanimously approved Resolution 24-2010, establishing "No Left Turn" signs at the
driveway at 1081 West Chester Pike at the intersection of N. Five Points Road; and at N. Five Points Road at the intersection of the driveway at 1081 West Chester Pike, per Ordinance Nol. 14-1987,
authorizing the placement of official traffic control devices and / or signals.
On a motion by Mrs. McIlvaine, seconded by Dr. White, the Board unanimously approved the appointment of Casey LaLonde as Township Secretary for
West Goshen Township.
On a motion by Mrs. McIlvaine, seconded by Dr. White, the Board unanimously approved the appointment of Casey LaLonde, as Open Records Officer for
West Goshen Township.
Mr. Meakim opened the floor for public comment.
There being no further business, on motion by Mrs. McIlvaine, seconded by Mr. Meakim, the meeting adjourned at 4:40 p.m.
