WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING April 28, 2010

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00p.m. on
Wednesday, April 28, 2010, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Dave Nece, 857 Chaumont Drive, made a complaint regarding the frequency and intensity of use of the Louis E. Close Pistol Range. Mr. Nece
requested the Township hold an evening meeting with residents to discuss the issue.
On a motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously voted to appoint Joseph Waters as a member of the Township Parks &
Recreation Board.
Dr. White stated that the Township Pension Committee met recently and that the three Township pension funds, namely the Police, Administration and
Roads and the Sewer pension funds, have cumulative total funds of $13,798,770.
Mr. LaLonde stated that West Goshen Township is ranked second highest in Chester County for recycling, having collected 1,759.83 tons of material
in 2009. For the first quarter 2010, the Township has collected 459.43 tons, well on its way to equaling or surpassing its 2009 recycling totals.
Mr. LaLonde also stated that thanks should be given to Don Standen, of Standen Collision on Fern Hill Road. Mr. Standen purchased an old
Township safe in 1994 as part of a surplus property sale. Unbeknownst to the Township or Mr. Standen at the time, an envelope was stuck in the back of the safe containing $319, earmarked as
collections for the "John Muhs Memorial Fund." Mr. Standen recently began restoring the safe, and discovered the hidden envelope and returned the funds to the Township. The funds shall be
turned over to the Parks Department for upkeep to the Township park system.
On a motion by Ms. McIlvaine and seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes of April 14, 2010.
On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the
Waste and Recycling Fund and the Capital Reserve Fund.
On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the bid award for the 2010 Pavement Markings Project to Alpha
Space Control, in the amount of $53,038.78. The project's scope covers East Goshen Township, Westtown Township and West Goshen Township and each municipality is responsible for their portion of the
overall $53,038.78 project.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked if Mrs. John Muhs is still alive? Dr. White responded yes, and that the Township will provide a
letter to her advising of the funds discovered by Mr. Standen.
Mr. Phillip Corvo, 863 Empress Road, stated that after conducting research on surrounding municipalities, he strongly suggests West Goshen Township
expand the Board of Supervisors from three members to five members. He stated that few Townships with more than 15,000 residents have three Supervisors. Township Solicitor Joseph Brion stated
that only one of the large Townships in proximity to West Goshen Township has five Supervisors and that is East Goshen Township. The other large municipalities, including West Whiteland Township,
East Whiteland Township, East Bradford Township, etc., all have three Supervisors. Mr. Corvo requested that the Board of Supervisors pass a Resolution supporting the change from three to five
Supervisors and submit such to Voter Services of Chester County to be included on the Fall 2010 ballot. The Board of Supervisors denied the request.
Mrs. Evelyn Baker, 900 Sheridan Drive, stated that although the Township has grown in the past thirty years, the Township faces no different issues
than small municipalities. She does not support moving from three to five Supervisors, as the Board has put in place a professional Township staff, capable of handling all residential and business
issues facing the Township.
Al Federico of McCormick Taylor Engineering, representing West Chester University, presented a plan for raised pedestrian crosswalks on Rosedale
Avenue at the University. The crosswalks will be raised "table style" crosswalks with flashing warning signs and "crosswalk ahead" signage. Mr. Federico requested that the Board approve
Resolution 17-2010, allowing the University to apply for a PennDOT permit for the crosswalks.
On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 17-2010.
There being no further business, on motion by Dr. White, seconded by Ms. McIlvaine, the meeting was adjourned at 4:40 p.m.

Consideration and possible approval of Ordinance 03-2010 authorizing the incurrence of nonelectoral debt of the Township of West Goshen by the
issuance of its $5,500,00 general obligation note, series of 2010 for the purpose of providing funds for and towards financing a portion of the Township's Capital Improvement Program and paying the costs
of issuing the note; authorizing the preparation and filing of a debt statement and other documentation; covenanting to create a sinking fund and to budget, appropriate and pay debt service on the note
and pledging the full faith, credit and taxing power of the Township for the note; setting forth the substantial form of note; setting forth the stated principal maturity amount and date, interest rates
and interest payment dates, place of payment, sinking fund provisions and other details of the note; finding that a private negotiated sale of the note is in the best financial interest of the Township
and accepting a proposal for the purchase of the note; appointing a paying agent and sinking fund depository; and authorizing other necessary action.
Supervisors Hearing S-02-10
Consideration and possible approval of an application of Craig Scott, Inc., d/b/a Scott Honda of West Chester who seeks conditional use approval
pursuant to Section 84-96.F(1) of the West Goshen Township Zoning Ordinance to use the property at 716 East Union Street for vehicular sales and service, including wholesale sealed bid vehicle
auctions. The subject property is located in the MPD-Multi-Purpose District which permits vehicular sales and service agencies by conditional use of the Board of Supervisors.
