BOARD OF SUPERVISORS MEETING

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:00 p.m. on Wednesday, February 4, 2009 at the West Goshen Township Administration Building.  All members were present.  Mrs. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.

Mrs. McIlvaine opened the floor for public comment. No comments were made.

Ms. McIlvaine announced that the Board of Supervisors met in Executive Session on this date to discuss legal matters.

On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes of January 21, 2009.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated January 31, 2009 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of January 2009.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of January 2009.  Ms. Testa also gave the report for Good Fellowship Ambulance Company. The report for Goshen Fire Company was not available.

Mr. Edward Hunger, Building Official, gave the Building Inspection Activity Report for January 2009.

The following bid for 45,000 gallons, more or less, of Liquid Aluminum Sulfate was opened and read by Mr. Richard Craig, Township Engineer:

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved awarding the bid to Delta Chemical Corporation pending a review of the bid by Mr. John Scott, Manager of the Sewer Treatment Plant, and Mr. Craig.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 07-2009 appointing Casey LaLonde as Alternate Open Records Officer for the Township and Detective Gregory Stone as Alternate Open Records Officer for the West Goshen Township Police.

Prior to the consideration of the possible approval and signing of the Conditional Use Decision and Order for the Jerrehian Property, Ms. Kristin Camp, Township Solicitor, stated that there are 74 conditions in the Decision and Order and that the previous Pulte Conditional Use for this property was used as a model and expanded on. She said that the conditions permit 598 units of housing and there is an increase in the amount of open space. Ms. Camp thanked Dr. White, Mr. Casey LaLonde, Township Manager, and Mr. Craig for the time they spent in helping to compile the conditions. Mr. Joseph Brion, Township Solicitor, credited Dr. White with being able to save about 200 acres of open space through this decision. Mr. Brion said that the Jerrehian family must withdraw their by-right plan for the property and that the Pulte Conditional Use Plan will also be withdrawn. He added that from a resident's viewpoint, this is the best development plan and that it will provide open areas with trails and passive recreation.

Mr. Louis Colagreco, Esquire, who was representing the Jerrehian family, expressed the appreciation of the family for the effort that the Township has put in on this decision.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Conditional Use Decision and Order for the Jerrehian property. The hearing for this application was closed on November 12, 2008.

Mrs. McIlvaine opened the floor for public comment.  No comments were made.

There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 4:10 p.m.
