BOARD OF SUPERVISORS MEETING
June 9, 2004
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Vice Chairman Edward G. Meakim, Jr., at 3:59 p.m. on
Wednesday, June 9, 2004, at the West Goshen Township Administration Building. Ms. McIlvaine was absent. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment. No comments were made.
Ms. Sharon Lynn, Township Manager, announced that the Summer Concert Series will begin on Sunday, June 13, 2004 with the Children's Concert at 6:00
p.m. at the West Goshen Township Community Park.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from May 12 and May 26, 2004.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated May 31, 2004 for the General Fund, the
Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and
Recycling Fund.
Lt. Joseph Gleason gave the Police Report for the month of May 2004.
Dr. White asked Lt. Gleason when the new police cars would be arriving and Lt. Gleason replied that the cars were expected to be delivered in
approximately two weeks. Dr. White further stated that the Board is expecting these two new cars will replace two already in the fleet. Mrs. Evelyn Baker, 900 Sheridan Drive, asked if the
Ordinance that was enacted on April 14, 2004, which raised the fines for false alarms, had caused a reduction in the number of false alarms being received by the Police. Lt. Gleason replied that a
valid study of the false alarms is not available because of the large number of storms since the Ordinance was enacted. He said these storms have caused some alarms to activate. He further noted
that the new alarm ordinance did not take effect until June 1, 2004.
Mr. Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of May 2004. Mr. Brown also gave the report for Goshen Fire Company
and Good Fellowship Ambulance. Mr. Brown state that the number of false alarms he is called out on as Fire Marshal are down.
Mr. Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for May 2004.
Prior to the consideration of the possible approval of Ordinance 17-2004 amending the Municipal Waste and Recycling Ordinance, Ms. Lynn stated that
this was an update to the current code. She said that Township staff member Ms. Cynthia Haldeman had worked with the Township Solicitor to make minor revisions to the code to include the equivalent
wording as is in the West Goshen Township Newsletter and on the Township Website. Ms. Lynn said the Ordinance amends Section 45-2, titled "Definitions", to add a definition for mixed paper. In
addition it amends Section 45-7, titled "Recyclable Materials", regarding commingling plastics, glass, aluminum, steel and bimetallic cans and the separation for collection for residential properties
with four or more units. Mrs. Baker asked if this ordinance would change the way Township residents recycle and Ms. Lynn said it would not.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Ordinance 17-2004 amending the Municipal Waste and Recycling
Ordinance codified in Chapter 45 of the code of the Township of West Goshen, as amended, by amending Section 45-2 and Section 45-7 relating to the regulations applicable to the separation of recyclable
materials.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 14-04 appointing All Safe Electrical Inspections as an
approved electrical inspection agency for West Goshen Township.
Mrs. Baker asked how All Safe Electrical was chosen to be an electrical inspection agency and Ms. Lynn said that from time to time companies
contact the Township requesting to be placed on the Township list of approved inspectors. She said that the company presents its request and Mr. Hicks studies the qualifications to see if it should
be approved. Mrs. Baker asked if there is only one approved electrical inspection agency and Mr. Meakim replied there is more than one agency approved. Mr. Hicks explained that before
electrical firms can be placed on the list of approved inspection agencies, the companies must meet certain requirements and certifications.
Mr. Meakim opened the floor for public comment. No comments were made.
Dr. White stated that the Realty Transfer Tax for the first five months of 2004 is $41,479 higher than it was for the same time period in
2003. He added that the Earned Income Tax for the first five months of 2004 is $71,387 higher than it was for the same time period in 2003 but is $342,930 less than it was in 2002.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:12 p.m.
