WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING August 27, 2003
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:03 p.m. on
Wednesday, August 27, 2003, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked that the Board of Supervisors, in considering the opening of Tigue Road, plan for an adequate bike and
pedestrian lane beside the road. Dr. White replied that East Bradford Township has indicated through communications with West Goshen Township that they are not in favor of opening Tigue
Road. He added that an article in the Town Talk Newspaper stated that a proposal before the Board at the August 13, 2003 Board of Supervisors meeting would have prohibited left turns from South New
Street onto Rosary Avenue when in fact it would have prohibited turns from South New Street, in both directions, onto Rosary Avenue. Dr. White said that whichever measures taken will not solve the
traffic problem because the roads in that area were not designed to carry such a large volume of traffic. Mrs. Baker said the traffic will only become more congested with the building of the new
dormitories by West Chester University in East Bradford Township. She asked how much of Tigue Road is located in East Bradford Township and Dr. White replied 1/10th of a mile. Mrs. Baker asked if there was a way to bypass East Bradford Township in the opening of Tigue Road. Dr. White responded that there is not due to the fact that West Chester University is not willing to give up the parking lot which a new Tigue Road would have to traverse. Dr. White said this is a regional problem and the Supervisors will continue to work with other Townships to solve the difficulty with the traffic.
Ms. Sharon Lynn, Township Manager, acknowledged Ms. Jeanne M. Denham, Finance Director, and Ms. Jennifer M. Latzer, Assistant to the Finance
Director, for the long hours they spent producing the Comprehensive Annual Financial Report for West Goshen Township. She said the Township is mandated by the Governmental Accounting Standards Board
to produce the document by next year and it was actually implemented one year earlier. She added that the report is a reader friendly format of the financial reports of the Township and it includes
a listing of the infrastructure and assets of the Township. Ms. Lynn said that included in the report is a narrative of a Managements Discussion and Analysis Report which contains comprehensive
information concerning the fiscal affairs of the Township. She said that Ms. Denham and the Finance Department produced the document and sent it to the Government Finance Officers Association for
consideration for the Certificate Award Program. She added that this document will be a model for surrounding municipalities when they are required to submit their own reports. She thanked Ms.
Denham and the Finance Department for their time and effort in producing this highly professional document. The Board also expressed their gratitude to Ms. Denham and the Finance Department.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the
Capital Reserve Fund, and the Waste and Recycling Fund.
Mr. Meakim opened the floor for public comment. No comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:16 p.m.
