WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
May 8, 2002
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White,
at 4:00 p.m. on Wednesday, May 8, 2002, at the West Goshen Township Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment. No comments were made.
Ms. Nancy D. Rodgers, Zoning Officer, announced that West Chester University has withdrawn their application (ZHB 5-02) for a Special Exception
and Variances for a School of Music/Performing Arts Center, elevated parking structure, surface parking lot, and utility building at 100 South Matlack Street. Since this was the only application to
be heard on May 9, 2002, no Zoning Hearing Board meeting will be held on that date.
Ms. Sharon Lynn, Township Manager, announced that the regular May meeting for the Planning Commission on May 21, 2002 has been canceled and that
a special meeting of the Planning Commission will be held on May 14, 2002 at 7:00 p.m.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from April 10, 2002 and
April 24, 2002.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated April 30, 2002 for the General
Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste
and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of April, 2002. Chief Carroll announced that the annual Skatearama held on
Saturday, April 13, 2002 at Ice Line as part of the "Say No To Drugs" program was very successful with over 800 young people and parents in attendance. He thanked Cpl. Robert Holland for a job well
done.
Ms. McIlvaine stated that she had attended the Pennsylvania Fraternal Order of Police Memorial Service in Harrisburg, Pennsylvania, on May 6,
2002. She then presented Chief Carroll with a pin and program in honor and memory of the police officers who have died in the performance of their duties. She also presented a pin and program
to Ms. Lynn, a former West Goshen Township police detective. Chief Carroll announced that the National Police Memorial Service will be held on May 15, 2002 in Washington, D.C. and that four West
Goshen Township Police Officers will be attending. He said this year's service has added significance in light of the events of September 11, 2001.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of April, 2002. Mr. Brown also gave the report for Goshen Fire
Company and Good Fellowship Club of Chester County.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for April, 2002.
Prior to the consideration of possible approval of Ordinances adopting the Amended and Restated Police Pension Plan, Sewer Employees' Pension
Plan and the Administrative and Road Employees' Pension Plan, Ms. Lynn stated that the proposed ordinances restate the pension plans of Township employees and the language of the Internal Revenue Service.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Ordinance 5-2002 adopting the Amended and Restated Police
Pension Plan.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Ordinance 6-2002 adopting the Amended and Restated Sewer
Employees' Pension Plan.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Ordinance 7-2002 adopting the Amended and Restated Administrative
and Road Employees' Pension Plan.
Mr. Richard J. Craig, Township Engineer, opened the following bids for the sale of two surplus vehicles:
